With the objective of ensuring sustainable development of the country, the Angolan Ministry of Urbanism and Construction appointed Dar to prepare the Urban Structural Plan and the Master Plan for Infrastructure, designed to accommodate the expected growth in population and urban expansion until 2033. This plan, prepared and concluded in 2009, proposed the urban reform of the areas occupied by shanty towns and identified the areas for future urban expansion. Based on the urban structural plan, development studies were conducted for infrastructure master plans that included transport, water supply, sewage, rainwater drainage, solid waste, power supply and telecommunications.
These master plan studies were designed for phased implementation, so as to ensure better management, integration and return on the investment.
