the last cathedral to have a tower raised, less than ten years ago as it happens is st edmundsbury built next to the whopping huge ruin of the previous great church. there's an entire religious complex there, the scale of which has to be seen to be believed. work continues on this cathedral anyway, they are presently vaulting the cloisters.
