The bad news is, none of this will be spent on the exterior. Those praying for a banishment of the beige behemoth (self included) best direct hopes at a new CTICC tower to obscure us a bit more.

1) Relocate the Canteen from 22nd Floor to 11th Floor
2) Develop a Burger News Office as part of the 6th Floor
3) Develop a Harvard Type Auditorium in place of the existing Canteen on 22nd Floor
4) Move all occupants from 16th Floor to remain vacant for further use.
