Since the Spanish regime, Albay (now known as Legazpi) was already acclaimed as the capital of its namesake province. In the early years of the 20th Century (1901-1922) Albay was composed of the three (3) districts of Albay (now Old Albay District), Legazpi (now Legazpi Port District), and Daraga. In 1910, it was estimated to have a population of 42, 851, which made a national paper to declare it as the third largest in the Philippines, surpassed only by Manila and Cebu in terms of the number of inhabitants
