Is Chongqing a city being built simply to challenge New york city?

The city looks modeled on Manhattan. It has buildings which are cleary based off those in NYC. I don't know the name of the building but if you google the city, you will see a building which looks like a cheap chrysler building in front of buildings which look like the world financial center.
I am all for chinese growth but this looks like a cheap imtation of NYC. Shanghai is better.
