Do international students need to buy a TV license?

I was told by the migration authorities yes and in the tv license website it says also, but it just says students in general and not ¨international¨.

I watch BBC News Channel on my laptop and I have asked other students with some saying I will be arrested if caught watching without payment and deported and others say they never have paid it and nothing happened.

I didn´t know where else to ask. Thanks.
